FIXED - GAMEPLAY - SECURITY SECTORS - Slight stutter when moving the cursor over the sectors

hovering the cursor over a sector and then going over another briefly pauses the game

Steps:
1. use security sectors
2. select a building
3. put cursor on another building
4. screen should stutter breifly in between

We have recently finished this issue by implementing a new Security Sector UI. You'll get to check out this new UI when we release an Update for Game Preview in the coming weeks.
