Hmm
I have seen that some prisoners do have to use the toilet more often. However my problems were solved by nudging my Regime around a bit and making sure they have the opportunity to use the toilet fairly often throughout the day. If that does work for you then yeah, D11 may have to look into that. 
e.g if you have long working hours they will not be able to leave their working area to use the bathroom.
Alternatively, are the toilets in your canteen still marked as being in the canteen with the Room zones?
