I brought the game early for Xbox one built my prison and somethings would never be complete in bureaucracy

Thanks for your support by picking up Prison Architect: Xbox One Edition whilst it's in Game Preview.

Sounds quite odd, you have the correct number of offices for the admin staff right? One for the Warden, Lawyer, Chief, Foreman, Accountant, etc.
