User Submitted bug:
Once a gang member arrives at you're prison and he gets his own cell. That cell cannot be changed at all.
This includes adding new objects, like bookcases, windows, etc as well as Pipes and Cables.
I have been informed by Members of our Design team that "This is intentional and taken from the IV version, the player cannot alter gang territory because they have no power over the Gangs."
