if you would like to get rid of the so called mass smuggler just do a shake down find the cell block witch seems to be the source and try to cut the numbers down from there then either upgrade the prisoners sentence and security level to make an example then dump him in solitary for a few thousand hours

Also, with it being lighters and cellphones, my money would be on the visitation room. I'd have the place covered in dogs and metal detectors in no time!

I have 1 dog and metal detectors on the entrance to my (large) visitation room, do i need more than 1 dog?

Dogs and metal detectors are good but as in reality, they don't have a 100% success rate. It's more about weighing the costs against the benefits. If you're only getting a little contraband then it's probably not worth it but if your prison looks like the one in OP then I'd at least consider it!
