We are still working on the Informants feature but in the mean time you can recruit them by hovering over someone who is suppressed and selecting recruit informant.

The rules for who can and can't be recruited are the same as on PC.

How do you check who is suppressed?

You have to select the Prisoner, then cycle to experience then cycle to Condition. The % is listed there.
An easy way to find prisoners is to use the Prison Running > Prisoners. Unfortunately you cannot select the prisoner until you close the menu.
