How do you get confidential informants?

I can't seem to figure out how. I've followed every guide online, but it doesn't seem to work. Is it different on the Xbox?

Hi MTN,

I believe the console version is the same as the PC version. All you have to do is get a Prisoner locked up into Solitary and hope you get lucky, as there is a 5% chance that you can recruit them as an informant. Happy hunting.
