when you are hovering over a prisoner look at the text line at the bottom of the screen and it will say hit (button) for Prisoner Options. Hit that button and find Security, then up/down to choose which you want and confirm. I am on PS4 so don't know the exact buttons to do it on Xbox but I'm guessing its at least similar.
