Gangs dont work i think

I've turned on gangs got 7 members in diablos And there is no lieutenant OR leaders and if there is no lieutenants they can't make plays. Please fix this.

Once you have ten members in one gang there's a 60% chance of getting a gang leader in an intake and if you still don't have a leader after ten days one should be elected from the existing membership.

Then once you have a leader they'll appoint lieutenants (one for every ten members) and that establishes the chain of command. The gang leader will also start recruiting new members from the general population.

I've been playing a game with gangs on for a while now and no gang members have arrived at my prison yet, are they normally maximum prisoners?

I have three leaders locked up very well in their own individual cells away from everyone else and they can only leave their cells while everyone is asleep. I thought to myself "Ha! I got three leaders rotting in my prison and they have no way to cause any havoc" until I noticed sometimes the three would ignore their schedule, completely going out of their way to recruit inmates through cell doors and manage to make it in the nick of time to still eat. Oh man when I wasn't paying any attention to them, I don't know how but I noticed one of the snitches in protective custody was all tattooed up into one of the gangs i kid you not! I think a gang war is going to happen the next I play. I shared my prison on the Ps4 for who ever is interested lol. It's called "Gang Rehabilitation"

I'll check out your prison sounds interesting, i eventually got gang members on my prison but they didn't appear to do anything!
