Game wont let me build payphones in the common room

I have a common room, and its been designated as such. The game wont let me build an array of things in it, drinks machines and payphones being two of them. On the prebuilt rooms available, there is a pre-built common room and it has both drinks machines and payphones in it. what the heck? lol.

What sort of indication does it give you it's not allowing it to be built? Never seen this issue before!

If you're playing with the gangs option and one of the gangs has captured a common room (or yard) then you won't be able to build there, but I think that blocks all construction rather than just specific items.

Bart you genius! I should know that but I don't play with gangs because I'm too much of a wuss
