I did see the option for planning before placing items.
Planning is limited, when i plan a whole prison i have no way of marking which rooms will be staffroom, classroom, library etc
The idea is just to plan out walls and pathways essentially to size appropriately. I personally love that feature. Saved tons of time and helped me develop some beautiful prisons!
It's not entirely impossible to add labels to your plans... I've seen players use S for shop, L for library, etc.

You could always number them and keep a list of what the numbers near by?
I've already written down the prisoners regime so i can change it every time i start a new game, i'm not numbering the rooms as well but thankyou for the suggestion.
