Cell Quality changes

I built these two cells, one that was 9 quality and one that was 10. I built these as an instinctive for prisoners to behave. There are two prisoners with a perfect reputation in my prison and are entitled to a cell of quality 10 but someone who only had an entitlement of 6 took the 9. I fiddled with this to try and get the 10 to take the cell but nothing worked. I think it should work on a system where if there is someone with an entitlement equal or higher then the cell quality the person with the highest should take it and if no meets it then the person closest should take the cell,

Deselect the cell under rooms option, within a few seconds the prisoner will move to another cell, then make it a cell again ready for another prisoner,
another option is to move the cell improvements from one cell to another, like the tv. radio etc,
either way is a hassle but i have a mixture of cells with qualities of 8 and 10 and when a prisoner needs a higher quality cell i just deselect the cell he's in.
Unfortunately when a prisoner goes to solitary the guards put him in a new cell when he gets out and they can put him in a cell that doesn't meet his needs.
