Bug inmates dont have cells

I dont know why but sometimes new inmates dont get cells.. And its not because the Security Level.. All inmates have the same Securitylevel and the cells are for all secutitylevels free. And there a more than enough free cells in the prison.

Is there something blocking the path? Are there any guards that are not fighting prisoners that are punching the toliets? Do you have perm punishment reasesrched yet? If you do try punishing him then unpunishing him when you do they will exit the reception unescorted and go do what they wanna do.
