Seeing as consoles don't have dormitories or anything from the PC close-present updates, is there an alternative to dormitories? Like two beds in one enclosed space? Holding cells replacing all the cells maybe?
Holding Cells is the only way to have multiples in one room on console but you'll have some riots on your hands if you keep them in there indefinitely!
